Information for Suppliers
The Royal Veterinary College (the “ºÚÁÏÉç”), having taken external legal advice, has reviewed its governance and income as stated in its audited financial statements for the year ended 31 July 2022 and determined that the ºÚÁÏÉç is not a contracting authority for the purposes of EU public procurement regime as implemented by the Public Contracts Regulations 2015. However, where appropriate, the ºÚÁÏÉç reserves the right to voluntarily (from time to time at its own discretion) undertake procurement exercises in accordance with the EU public procurement regime, as implemented in the UK by the above-mentioned Regulations.

The Strategic Procurement Unit (“SPU”) at the ºÚÁÏÉç is a dedicated resource for all procurement related matters. The role of the SPU is to promote efficient and effective procurement by working with internal stakeholders and external suppliers to support the ºÚÁÏÉç’s world-class teaching, research and hospital operations and ensure purchasing decisions that:
- deliver value for money through responsible procurement
- are ethical, transparent and take account of sustainability issues
- meet the requirements of our external funding bodies and auditors
- comply with legislative and statutory requirements
Supplier Selection
The ºÚÁÏÉç appoints suppliers in accordance with its Financial Regulations and Procurement Policy and Procedures. This includes requesting quotations or competitive tendering at higher values. The ºÚÁÏÉç also promotes the use of supplier contracts awarded under public sector framework agreements where appropriate for the supply of goods, services and works.
Public Sector Framework Agreements
The ºÚÁÏÉç sources many of its requirements from pre-existing public sector framework agreements set up by specialist procurement consortia and buying groups. These agreements have already undergone a comprehensive and compliant tender process and eligible members like the ºÚÁÏÉç can call off contracts from suppliers on the frameworks, benefiting from the combined purchasing power of the member organisations.
